About Sahitya Academy:
The Sahitya Akademi was formally inaugurated by the Government of India on 12 March 1954. Cabinet approves Memorandum of Understanding between India and Portugal on Cooperation in the field of Public Administration and Governance Reforms

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the signing of a Memorandum of Understanding (MoU) between Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions, Government of India, and Ministry of the Presidency and of Administrative Modernization, Government of Portuguese Republic, for ‘Cooperation in the field of Public Administration and Governance Reforms’. 

The MoU will help in understanding the system of customer oriented public service delivery in Portugal with reference to rapidly changing environments in the area of public service management and enable in replicating, adapting and innovating some of the best practices and processes in the Indian Public Service Delivery System, leading to improved public service delivery in India. 

The areas of co-operation under this MoU may include, but shall not be limited to: 

(a) Digital transformation of Government

(b) Administrative simplification and process re-engineering

(c) Public Service Delivery

(d) Building and developing staff capability

(e) Sharing good governance practices in public administration 

(f) Public Grievance Redress Mechanism

The forms of co-operation under the MoU will be as under: 

(a) organization of a senior consultative body and working sessions for ongoing discussions regarding cooperation and collaboration; 

(b) exchange of knowledge and experiences and the holding of consultations in the above mentioned areas, in situ and online; 

(c) exchange of invitations to events related to Public Administration and Governance Reforms and the dispatch of experts in this sector; 

(d) exchange of publications, reports and various public materials related to Public Administration and Governance Reforms, which are published by the Sides; 

(e) facilitating study visits and sharing of information and experience through workshops, seminars and conferences; 

(f) any other forms of cooperation and collaboration that are of mutual interest in the area of Public Administration and Governance Reforms and are jointly decided upon by the Signatories. 

A Joint Working Group on Public Administration and Governance Reforms will be responsible for implementation of the MoU. 

Background: 

Provision of Citizen-Centric Online Services is the foundation of an efficient public administration system. It leads to transparency and accountability in the governance and fosters equitable growth. 

Government of India has taken up a goal of quantum shift in Online delivery of Government Services across the country. This aims to further Government’s efforts at revamping of Public Administration system, Public Grievance Redress Mechanism, ushering in e-Governance, Digital India, etc., more so in the context of the goal of ‘Minimum Government with Maximum Governance’ through e-Governance based Citizen Centric End-to-End On-line Services. 

As part of its efforts in seeking international collaboration for initiatives in Good Governance and Administrative reforms, DARPG has so far entered into bilateral MoUs with China, Malaysia, Singapore. France and United Kingdom and trilateral MoU with Brazil and South Africa. MOUs with China and Singapore are under renewal/consideration in consultation with Ministry of External Affairs. The recent MoU with Portugal is a step in that direction.

‘Wildlife crimes being taken seriously, criminals will not be spared at any cost’: Dr. Harsh Vardhan

Wildlife crime control bureau conducts wildnet operations in noida, seizes wildlife articles 

Union Minister for Environment, Forest and Climate Change, Dr. Harsh Vardhan has said that trading in wildlife articles is the third largest trade in the world. The Minister said that illegal trade of animal parts and other wildlife crimes are being taken very seriously and such criminals will not be spared at any cost. Appreciating the seizure of wildlife articles in ‘Wildnet’ operations in Noida conducted yesterday evening by Wildlife Crime Control Bureau, Dr. Harsh Vardhan termed the operations as a timely and appreciable intervention. Dr. Harsh Vardhan pointed out that 'Wildnet operations' were based on monitoring of websites. 

The seized articles include 25 Hatha Jodi, 25 Siyar Singhi, 24 Sea Fan, 1 Trochus, 6 Lambis shell, 91 black cowrie, 130 white cowrie, 27 sea-shells, all protected under various Schedules of the Wildlife Protection Act. Besides, more than Rs. 18 lakh, in cash, were also seized. One person has also been arrested in Noida. A case has been registered under section 9, 39, 48A, 49B and 50 of the Wildlife (Protection) Act, 1972 by Dadri Range under Noida Forest Division of Uttar Pradesh. 

Among the seized wildlife articles, Hatha Jodi is the dried male reproductive organ of Monitor Lizard, covered under Schedule 1 Part II of the Wildlife (Protection) Act, 1972. Siyar Singhi, a part of the Jackal is covered under Schedule-II Part-II of the Wild Life (Protection) Act 1972, Indrajal (Sea Fan) is covered under Schedule I part III, Trochus is covered under the Schedule-IV, Lambis shell and other sea shells seized are covered under the Schedule IV of the Wildlife (Protection) Act, 1972. Such illegal trade in parts of wildlife can result in imprisonment from three to seven years and a fine of Rs. 10,000 for the first offence and imprisonment, of not less than three years extendable to seven years and a fine of Rs. 25,000 for any subsequent offence. 

The Environment Minister emphasised that the operations in Noida have been carried out in continuation of earlier successful operations in Madhya Pradesh, Gujarat and Orissa. “Such operations express Modi government’s seriousness and commitment to fight wildlife crime and these operations will be continued in future.”

Cabinet approves MoU between India and the Netherlands for bilateral Cooperation in the field of water resources management

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the Memorandum of Understanding (MoU) between Ministry of Water Resources, River Development and Ganga Rejuvenation and the Ministry of Infrastructure and the Environment of the Kingdom of the Netherlands for bilateral cooperation in the field of water resources management. 

The MoU envisages that both the Governments shall work to enhance cooperation at the National, regional and international levels in the field of Water Resources Management and Development by collaborating and sharing experience and expertise in the areas mutually agreed upon, including techniques in the efficient use of water resources, river basin management, decision support systems, delta management, water quality issues and waste water recycling and re-use through innovative concession arrangements. The form of cooperation under the MoU will include promoting the exchange of knowledge and expertise through study visits, seminars, conferences and meetings of experts of the Signatories, stimulating joint research and development of capacity-building programs/training, exchange of training groups and other activities for the purpose of academic and applied research and training, promoting mutual participation in and/or initiation of relevant collaboration projects and programs, promoting public private partnerships. A Joint Working Group shall be formed to monitor the activities to be carried out in fulfillment of the MoU. 

The Bilateral cooperation will benefit the country in enhancing institutional and technical capacity of center and State Government agencies dealing with water resources especially in the field of river basin management, pollution abatement of rivers including Ganga, flood management, water quality and efficient use of water amongst others. 

Background 

The Ministry of Water Resources, River Development and Ganga Rejuvenation has been envisaging bilateral cooperation with other countries in water resources development and management through sharing of policy and technical expertise, conducting of training courses, workshops, scientific and technical symposia, exchange of experts, study tours etc. Keeping in view the success of the Netherlands side in river basin management planning/integrated water resources management, pollution abatement, decision support systems, delta management, water quality, waste water recycling and re-use etc. it has been decided to have an agreement with the Netherlands to benefit from their experience and expertise.

Cabinet approves Amendment of the Social Security Agreement between India and the Netherlands

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved Amendment of the bilateral Social Security Agreement (SSA) between India and the Netherlands by incorporating the “Country of Residence” Principle into the said SSA.

The amended SSA between India and the Netherlands, when operational from the third month from the date of notifying the said Amendment to the Netherlands by India, will strengthen the ties between the two countries, and continue to favourably impact the profitability and competitive position of Indian and Dutch companies with foreign operations in either country by reducing their cost of doing business abroad. The SSA will also help promote more investment flows between the two countries.

The SSA has been in successful operation since June 2010 and has benefitted Indian expatriates who have been working in the Netherlands.

•  Beginning 1^st January 2013, the Netherlands introduced new rules on export of social security benefits to countries outside the European Union.

•   Under the new Social Security (Country of Residence) Act, the amount of benefit or allowance paid to a qualified beneficiary (read as Dutch national) is adjusted to the cost of living of the country where the beneficiary is currently residing.

•    As per the new Dutch legislation, social security benefits when exported or remitted would be indexed to the cost of living of the host country (as reflected in the World Bank figures), where the Dutch citizen resides.

•    The new Dutch legislation, in ordinary circumstances, has no implications for the Indian worker working in the Netherlands because it is applicable only to Dutch nationals residing outside the EU except for a very few exceptional cases. The Indian posted workers would largely continue to get benefits as per the existing India-Netherlands Social Security Agreement.

•   However, the circumstances where the "country of residence" principle will apply to a few instances of Indian nationals include the following:

§  An Indian worker who dies in the Netherlands and has his/her spouse and children living in India.

§  An Indian worker who gets disabled while working in the Netherlands and returns to India.

After the adoption of the new social security legislation, the Netherlands side requested that India agree to revise the bilateral SSA since such a revision would be necessary as per the national legislation of the Netherlands.

The existing SSA now stands amended to the extent of the above change.

Background

•     A bilateral Social Security Agreement, (SSA) was signed between India and the Netherlands on 22^ndOctober 2009 and came into force on 15^th June 2010.

•     The SSA allows exemption from double contribution to the social security system in both jurisdictions, exportability of accumulated social security benefits across jurisdictions (applicable even to the self-employed), and totalization of serving periods.

•     Beginning 1^st January 2013, a new social security legislation came into force in the Netherlands, consequent to which the Netherlands began to apply the "country of residence" principle on certain social security benefits exported to other countries.

•     The principle sought, is to bring in equity in exportability of social benefits to the class of Dutch citizens who reside outside the Netherlands.

•      As on date, India has signed and operationalized SSAs with 18 countries – Australia, Austria, Belgium, Canada, Czech Republic, Denmark, Finland, France, Germany, Hungary, Japan, Luxembourg, Netherlands, Norway, Portugal, Sweden, Switzerland and South Korea.

        Ministry of Railways is constantly working on putting in place  alternative arrangements in the wake of closure of Dhanbad-Chandrapura Railway line due to Jharia Coal Field Fire. Minister of Railways Shri Suresh Prabhakar Prabhu today again reviewed the alternative arrangements in a high level meeting attended by Railway board members. The participants at the meeting included Chairman Railway Board Shri A.K. Mital, Member Traffic Railway Board Shri Mohd. Jamshed and Member Engineering Railway Board Shri Aditya Kumar Mital and CMD, RITES (Railway PSU) Shri Rajeev Mehrotra. The Railway Minister directed Railway Administration to further plan ways and means to ease the problem being faced in the movement of passenger traffic and freight traffic in the region. He said that an action plan should be prepared and implemented in an expeditious manner for the benefit of the Rail users.

Under the direction of the Railway Minister, Railway Board decided that the infrastructure facilities at the Gomoh Railway stations need to be enhanced and upgraded as bulk of traffic will have to be moved via this station. The Board decided that the flyover work already sanctioned at a cost of Rs. 250 crore at Gomoh would have too additional connections (Rail on Rail) from Matari station so as to avoid reversal of trains at Gomoh coming from Dhanbad side thereby making traffic flow further smooth. Total cost of Gomoh flyover along with two additional Rail connections will be about Rs. 500 crore which has been sanctioned. It has been decided to expedite the construction of this flyover networks at Gomoh.

In addition, as an urgent short term measure,Railway PSU RITES has been asked to undertake the feasibility study for diversion of track of affected portions only and submit the report at the earliest. After that the appropriate strategy of creating new infrastructure will be prepared and implemented. Coal Ministry will be approached for funding of local diversions as well as permanent measures to deal the passenger trains as well as freight traffic. Zonal Railway will interact with State Government for early acquisition of land and work will be taken up on priority.

The Railway Administration is also exploring the possibility of running some more passengers carrying trains through short termination and diversion.

The Railway Board, East Central Railway Zone and Dhanbad Railway division are constantly monitoring the situation and regularly working on to devise steps to mitigate the problems for rail users.
