The President of India, Shri Pranab Mukherjee has extended his greetings and felicitations to the Government and people of the United States of America on the eve of their Independence Day (July 04, 2017). 

In a message to His Excellency Mr. Donald J. Trump, the President of the United States of America, the President has said, “On behalf of the Government, the people of India and on my own behalf, I extend warm greetings and felicitations to Your Excellency and to the people of the United States of America on the occasion of your nation’s Independence Day. 

The strategic partnership between our two nations – the world’s oldest democracy and the world’s largest democracy – is based on shared values and the growing convergence of our strategic interests. Today, our multi-faceted strategic partnership spans almost every aspect of human activity and has a critical global significance. 

India attaches high priority to further expanding and deepening its relations with the United States. I am happy that the recent visit of Prime Minister Narendra Modi to the United States and his discussions with you have provided greater opportunities for our two countries to take our mutually beneficial co-operation to greater heights in the years to come.

The Prime Minister, Shri Narendra Modi, today advised young IAS officers to avoid getting into a mindset that resists change, and fill India’s administrative system with the energy of ‘New India.’ 

Addressing IAS Officers of the 2015 batch at the Inaugural Session of Assistant Secretaries, the Prime Minister began by asserting that India has not progressed as much as it should have. He said countries that achieved independence after India, and faced greater resource constraints than India, have touched new heights of development. He said boldness is required to drive change, and added that a fragmented administrative arrangement does not allow the collective capabilities of officers to deliver to the optimum level. He said dynamic change is needed to transform the system. 

He said that this three month programme of Assistant Secretaries, is now into its third year, and would have a great impact. He urged the young officers to interact freely with the senior-most officers of the Union Government over the next three months, so that the system could benefit from the combination of their energy and fresh ideas, and the administrative experience of Secretary-level officers. 

The Prime Minister asked the young officers to recall their life upto the day of the UPSC result, the challenges they faced; and use the opportunities they will now have, to bring about positive changes in the system, and the lives of the common people. 

The Union Minister of State for Personnel, Public Grievances and Pensions, Dr. Jitendra Singh and senior Government Officers were present on the occasion.

As per extant policy guidelines, water coolers are provided on those Railway Stations which deal with 1000 passengers or more (inward and outward) per day, on the average. The Prime Minister, Shri Narendra Modi, today advised young IAS officers to avoid getting into a mindset that resists change, and fill India’s administrative system with the energy of ‘New India.’

The Prime Minister asked the young officers to recall their life upto the day of the UPSC result, the challenges they faced; and use the opportunities they will now have, to bring about positive changes in the system, and the lives of the common people.
In his address, the Minister of State for Development of North Eastern Region (I/C), Prime Minister’s Office, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh said the Government has strived to create a work friendly environment. He said during the last three years the parameters of Governance have risen high and now the accountability, transparency, public expectations and media scrutiny are much higher.
Analysing the trends in IAS induction, Dr. Jitendra Singh said that the candidates from hitherto sparsely represented States like J&K, Punjab and Haryana have been emerging as toppers and joining the premier civil services. Also, the toppers during the last three years have all been Women while a large number of successful candidates come from the rural, semi-urban and middle class background having education in Government schools such as the Navodaya and Kendriya Vidyalayas. This, he said, will help the young IAS Officers identify more intimately with the two-third population who are below 40 years of age and help them implement successfully the several welfare schemes initiated by the present Government.
Earlier, the Cabinet Secretary Shri Pradeep Kumar Sinha said the experiment of IAS Officers starting their career with an initial stint of three months as Assistant Secretaries in the Central Government has been extremely useful since its inception three years ago. Shri Sinha said the flagship programme and other priority schemes will be their focus of attention with particular emphasis on states and districts that are lagging behind.
The Secretary (Personnel), Shri Ajay Mittal said during the next three months the Officers will focus on the Government’s priority areas like GST and Cashless Economy in addition to other components of their attachment.
On this occasion, two short films on ‘PARIVARTAN – Foundation of a New India – Three Years of Sustained HR Initiatives’ and an Audio-Visual Presentation on Assistant Secretaries of 2013 & 2014 batches were screened.
Additional Principal Secretary to PM, Dr. PK Mishra and Senior Officers of the Department of Personnel and Training and various Central Ministries were present.

               Union Agriculture and Farmers Welfare Minister Shri Radha Mohan Singh said agricultural mechanisation is one of the important factors for sustainable development of the agricultural sector which helps in increasing production through agricultural works, reducing the deficit, reducing the cost of various agricultural works through the better management of costly inputs, increasing the productivity of natural resources and help reduce the difficulties related to various agricultural activities. This was stated by the Minister during the Inter Session Meeting of the Consultative Committee held at the Sher-e-Kashmir International Conference Center. The subject chosen for discussion during this meeting was ‘Farm Mechanisation’. On this occasion, Union Minister of State for Agriculture, Sudarshan Bhagat, and members of the Consultative Committee were also present.

               Shri Singh said that in the last few years there has been a shift has been towards the use of mechanical and electrical sources of power. While in 1960-61, about 92.30% farm power was coming from animate sources, in 2014-15 the contribution of animate sources of power reduced to about 9.46% and that of mechanical and electrical sources of power increased from 7.70% in 1960-61 to about 90.54% in 2014-15.

               Union Agriculture and Farmers Welfare Minister said that the degree of farm mechanisation is expressed as a ratio of mechanical power to cultivable unit area, which in India during last 43 has increased at a very slow pace from 0.48 kW/ha in 1975-76 to 1.84 kW/ha in 2013-14. However, from the year 2014-15 to 2016-17, it has been increased to 2.02 kW/ha which is mainly due to concentrated efforts for promotion of agricultural mechanisation through various schemes of the Department of Agriculture, Cooperation & Farmers Welfare.

               Shri Singh said that there has been a record production of food grain this year. However, the demand for food grain is increasing and it has been estimated that by 2025 we have to produce more than 300 million tonnes. According to the 2011 census, 263 million people (54.6%) are engaged in the agriculture sector, which is likely to declined to 190 million (33%) by 2020. Shri Singh said that these figures show that during important seasons such as sowing and harvesting there will be a decrease in the work force and it will have an adverse effect on production. Thus, the additional demand of energy for various agricultural works need to be completed through the medium and for this, the agricultural mechanisation sector needs to grow rapidly.

               The Minister said that due to continuous shrinkage in the average size of the agricultural lands, more lands will fall in the adverse category, which will make individual ownership of agricultural machinery gradually and more informal. Therefore, ensuring availability of sufficient farm power for small farms will be a big challenge. The other challenges in the field of agricultural mechanisation are how to overcome skill barriers to provide adequate support to modern technology. In future, it is necessary to establish a link between the possibility of sustainable development of agricultural mechanisation without neglecting the lack of energy and environmental degradation due to low availability of fossil fuels and its high cost.

               Agriculture and Farmers Welfare Minister informed that in the years 2012-13 and 2013-14, two small schemes were being run on agricultural mechanisation for which the allocation of the fund was only Rs 24.10 crore and Rs.38.49 crore respectively. But considering the importance of agricultural mechanisation the Ministry of Agriculture and Farmers Welfare started the Sub-Mission on Agricultural Mechanisation in the year 2014-15 with an objective to promote agricultural mechanisation among small and marginal farmers and in the areas where the level of mechanisation is very low. In addition to the Agricultural Mechanisation Submissions (SMM), farm mechanisation is also promoted through various other schemes and programmes of the Ministry such as RKVY, NFSM, NHM, NMOOP etc.

               Shri Singh said that the SMAM not only includes the traditional component of training, testing, demonstration of agricultural machinery and procurement subsidy but also includes-Farm Machinery Banks for Custom Hiring, Hi-Tech High Productive Equipments Centres on custom hiring model, and Farm Mechanisation in selected villages for enhancing productivity and creating ownership of appropriate farm equipments among small & marginal farmers. Establishment of Farm Machinery Banks and High-Tech Hub for custom hiring services are supported with financial assistance @40% of the project cost under RKVY and SMAM.

               The Minister said that during the last three year more than Rs.3088 crore have been allocated to the State Governments for farm mechanisation under various schemes of the Department. During the current year 2017-18, the allocation for SMAM has been increased more than two times as compared to the previous year (Rs. 577 crore). It has been observed that Madhya Pradesh, Orissa, Tamil Nadu, Maharashtra, Himachal Pradesh, Chhattisgarh, Andhra Pradesh, Telangana etc. have achieved good progress in the field of agricultural mechanisation by utilising the allocated fund.

Successful Flight Test of QRSAM

Successful Flight Test of QRSAM 
Defence Research and Development Organisation (DRDO) developed Quick Reaction Surface to Air Missile (QRSAM) was successfully flight tested from ITR Chandipur, off the Odisha Coast at 11.30 AM today. All the technologies and subsystems incorporated in the missile have performed well, meeting all the mission requirements. All the Radars, Electro Optical Systems, Telemetry Systems and other stations have tracked the Missile and monitored all the Parameters. The Missile test met all the objectives. 

Director DRDL, Shri MSR Prasad, Director RCI, Shri BHVS N Murthy and Director ITR, Dr BK Das monitored the launch operation in the presence of, Scientific Advisor to Raksha Mantri & DG (MSS) Dr G Satheesh Reddy. 

Secretary, Department of Defence R&D Dr S Christopher congratulated scientists on the successful test fire. 

The Defence Minister Shri Arun Jaitley congratulated DRDO on the successful trial of QRSAM and said it is an important milestone in the indigenous Surface to Air Missiles (SAM) development.

Auction for Sale (Re-issue) of Government Stocks

Government of India have announced the Sale (re-issue) of (i) “6.84 per cent Government Stock, 2022” for a notified amount of Rs. 3000 crore (nominal) through price based auction, (ii) “6.79 per cent Government Stock  2029” for a notified amount of Rs. 9,000 crore (nominal) through price based auction,   (iii) “6.57 per cent Government Stock  2033” for a notified amount of Rs. 3,000 crore (nominal) through price based auction,   (iv) “6.62 per cent Government Stock, 2051” for a notified amount of  Rs. 3,000 crore (nominal) through price based auction. The auctions will be conducted using multiple price method. The auctions will be conducted by the Reserve Bank of India, Mumbai Office, Fort, Mumbai on July 7, 2017 (Friday).

Up to 5% of the notified amount of the sale of the stocks will be allotted to eligible individuals and Institutions as per the Scheme for Non-Competitive Bidding Facility in the Auction of Government Securities.

Both competitive and non-competitive bids for the auction should be submitted in electronic format on the Reserve Bank of India Core Banking Solution (E-Kuber) system on July 7, 2017. The non-competitive bids should be submitted between 10.30 a.m. and 11.30 a.m. and the competitive bids should be submitted between 10.30 a.m. and 12.00 noon.   

The result of the auctions will be announced on July 7, 2017 (Friday) and payment by successful bidders will be on July 10, 2017 (Monday).   

The Stocks will be eligible for “When Issued” trading in accordance with the guidelines on ‘When Issued transactions in Central Government Securities’ issued by the Reserve Bank of India vide circular No. RBI/2006-07/178 dated November 16, 2006 as amended from time to time.

PM’s upcoming visit to Israel and Germany


The Prime Minister, Shri Narendra Modi will be visiting Israel on 4-6 July, 2017. Prime Minister will also be visiting Hamburg in Germany on 6-8 July, 2017 to attend 12th G-20 Summit. 

In a series of Facebook posts from his account, the Prime Minister said: 

“I will be visiting Israel on 4-6 July, 2017 upon invitation of Prime Minister Benjamin Netanyahu. 

As the first Indian Prime Minister to do so, I am greatly looking forward to this unprecedented visit that will bring our two countries and people closer. This year, India and Israel are marking 25 years of our diplomatic relations. 

I will have in-depth talks with Prime Minister Netanyahu on the full spectrum of our partnership and strengthening it in diverse fields for mutual benefit. We will also have the chance to discuss major common challenges like terrorism. 

I will meet President Reuven Ruvi Rivlin - who I had the pleasure of receiving in New Delhi in November last year, as well as other senior leaders. 

My programme during the visit gives me an opportunity to engage with a cross-section of Israeli society. I am particularly looking forward to interacting with the large vibrant Indian diaspora in Israel that represents an enduring link between our two peoples. 

On the economic side, I will join with leading Indian and Israeli CEOs and start-ups to discuss our shared priority of expanding business and investment collaboration on the ground. In addition, I hope to get insights into Israel’s accomplishments in technology and innovation through on-site visits. 

During my stay, I will visit the Yad Vashem Memorial Museum to honour the memory of the victims of the holocaust that counts among the greatest tragedies in human history. Later, I will also pay my respects to the courageous Indian soldiers who laid down their lives during the liberation of Haifa in 1918. 

On the evening of 6 July, I will commence my visit to Hamburg for the 12th G-20 Summit hosted by Germany. Over two days on 7th and 8th July, I look forward to engaging leaders from other G-20 countries on the vital issues affecting our world today that have a bearing on economic growth, sustainable development, and peace and stability. 

We will review progress on decisions since the Hangzhou Summit last year and deliberate on issues of terrorism, climate, sustainable development, growth and trade, digitalisation, health, employment, migration, women’s empowerment, and partnership with Africa. The theme chosen for this year is “Shaping an Inter-connected World”. 

As in the past, I look forward to the opportunity to meet leaders on the side lines of the Summit to exchange views on bilateral matters of mutual interest.”

Mazagon Dock Shipbuilders Ltd (MDL), a Miniratna Schedule ‘A’ DPSU under the Department of Defence Production, Ministry of Defence signed a Memorandum of Understanding (MoU) for the financial year 2017-18 with the Ministry. The annual MoU was signed between Secretary (Defence Production) Shri AK Gupta on behalf of the Ministry and Chairman and Managing Director, MDL Cmde Rakesh Anand. The MoU outlines the targets and various performance parameters for the company. The revenue from operations has been targeted at 4500 crore. Significant milestones to be achieved under Project 75 (Scorpene Submarines) and shipbuilding projects of 15B (destroyers) and 17A (frigates) also form part of the MoU.

Shri Sanjay Gupta, CEO & Whole Time Director, Jagran Prakashan Limited has been appointed as Chairman of the Society and Board of Governors of Indian Institute of Management Amritsar for a period of five years w.e.f. 23rd June, 2017. 

Shri Sanjay Gupta is the Editor in Chief of Dainik Jagran since 2014 and has been associated with the Jagran Group for more than two decades. He also served as a Member of Board of Governors in Indian Institute of Management Lucknow from 2004 to 2009 and as Member, Board of Governors of Motilal Nehru National Institute of Technology, Allahabad from 2003-2011. 

Recently Shri Gupta was also awarded with the AIMA Managing India Award in April 2017. He is also a Member of Shri Puran Chand Gupta Smarak Trust which is running several schools, colleges and Institutes in different parts of the country.

Meeting on Strengthening Regulatory and Standards Framework 
As a follow-up to 4th National Standards Conclave, Commerce & Industry Minister Smt. Nirmala Sitharaman took review meeting of all the relevant ministries, regulators and organizations today. The purpose of the meeting was to address the regulatory deficit in various product categories in the country. The Minister reviewed participation of experts in international setting bodies and their contribution in appropriate standards setting in the sectors that are important/relevant to India. Smt. Sitharaman assigned both short term and medium term agenda to line ministries for further follow up on the issues that were discussed and coordinate with Department of Commerce for time bound progress in issuing a new regulation and upgrading current ones. 

It was noted with concern that non-tariff barriers in other countries on one hand cause suffering to our exporters, whereas on the other hand without adequate technical regulations in the country, our domestic consumers, indigenous industry and largely, economy suffers due to import of sub-standard and unsafe products. This has caused severe damage to our domestic manufacturing over the years and has led to tremendous loss of jobs.

ADB and India Sign $220 Million Loan Agreement for Improving Road Connectivity

ADB and India Sign $220 Million Loan Agreement for Improving Road Connectivity and Transport Efficiency on State Highways of Rajasthan 
The Asian Development Bank (ADB) and the Government of India today signed a $220 million loan for improving connectivity as well as transport efficiency and safety on State Highways of Rajasthan.

The loan is the first tranche of the $500 million Rajasthan State Highways Investment Program, approved by ADB Board in May this year, that will upgrade about 2,000 kilometers of state highways and major district roads to two-lane or intermediate-lane standards to meet road safety requirements.

                               The signatories to the loan agreement were Mr. Raj Kumar, Joint Secretary (Multilateral Institutions), Department of Economic Affairs in the Ministry of Finance, who signed on behalf of the Government of India, and Mr. Kenichi Yokoyama, Country Director of ADB’s India Resident Mission, who signed for ADB. The project agreement was signed by Mr. S. L. Sharma, Chief Engineer and Additional Secretary, Public Works Department, the Government of Rajasthan.

Speaking on the occasion, Shri Raj Kumar, Joint Secretary (MI),DEA,M/o Finance said that the project will help improve State Highways and major district roads in Rajasthan. He further said that it will also enhance the capacity of the State public works department in the areas of road asset management, road safety and project management.

After signing the loan Agreement, Mr. Kenichi Yokoyama, Country Director of ADB’s India Resident Mission said that one of the focus areas of the program is to attract private sector financing through government capacity building on public private partnership (PPP) development. Her said that ADB will finance part of the construction costs for the annuity-based PPP concessions and engineering procurement construction (EPC) contracts, enhance the stability of contract regime, and ensure good governance during project implementation.

The first tranche loan will improve about 1,000 kilometers of State Highways and major district roads. It will have a 25-year term, including a grace period of 8 years, and carry an annual interest rate determined in accordance with ADB’s London interbank offered rate-based (LIBOR) lending facility. The total cost of the project is $1.415 billion, with the government contributing $465 million and $450 million coming from the private sector and other concessionaries.

Cabinet Secretary reviews post GST situation with Secretaries

Cabinet Secretary reviews post GST situation with Secretaries and Senior Officers of different Departments; Ask them among others to ensure that there is adequate supply of commodities especially essential and consumer items to keep their prices under check. 
The Cabinet Secretary, Shri P.K. Sinha reviewed the post GST implementation situation here today with the Secretaries and Senior Officers of the different Ministries/Departments of the Government of India. The Review Meeting was attended by the Secretaries/Senior Officers of different Ministries/Departments including Revenue, Textile, Food, Agriculture, Consumer Affairs & Public Distribution, Food Processing, Railways, MSME, Rural Development, Tourism, Fertilizers, Pharma and Department of Financial Services (DFS), Chairperson and Members of Central Board of Indirect Taxes and Additional Secretary,GST Council among others​.

The review was focused on the general situation after the GST implementation and consumer impact of GST implementation in particular. As we know that the GST was rolled-out on 1st July, 2017.

Mr. Sinha asked every Secretary to take-up the responsibility of addressing the GST related issues of their respective stakeholders, trade and industry. He asked them to contact and coordinate with the State Government officers of their Department to ensure smooth implementation of GST. He also asked them to make their GST Cell and Nodal Officers fully equipped to deal with any situation and fully assist their respective stakeholders in post GST situation.

The Cabinet Secretary asked all the Departments to ensure that there is no shortage of products and commodities especially consumer items dealt by the respective Ministry/Department in order to keep the prices under check. Special emphasis was laid on to keep prices of essential commodities under check The Cabinet Secretary asked all the Departments/Ministry to provide all the relevant information relating to GST concerning their Ministry/Department including GST rates on their respective websites.

Mr. Sinha asked the Departments’ concerned to ensure that retailers, dealers/ shopkeepers display the post GST prices of different items being sold by them. He said that each Department/Ministry should ensure that benefits of GST are passed on to the consumers by traders/retailers etc which would in turn also help in keeping the inflation under control.

The Cabinet Secretary asked all the Departments that various machines used by dealers, retailers for computerized billing should be calibrated at the earliest as per the new GST rates. This exercise shall be completed in a time bound manner without delay.

The Cabinet Secretary asked all the Departments to be ready to deal with the queries of their respective stakeholders concerning GST law and rates. In order to achieve the same, the officers of every Ministry should equip themselves with an updated and complete knowledge of all the details relating to GST as applicable in case of their respective Ministry/Department..

It was decided that a weekly Review Meeting will be held to keep a close watch on post GST situation. Earlier, the Secretaries of different Departments updated about the queries received from the traders and other stakeholders after GST roll-out . The Cabinet Secretary asked them to get more detailed feedback and in depth details from field from their respective stakeholders, officers and consumers at large after GST implementation. Accordingly, they should be fully ready to deal with it so that there is quick response to any situation. He asked them to launch campaigns to make their stakeholders and consumers fully aware about GST related matters concerning their respective Ministry/Department.
