Department of Consumer Affairs allows change in MRP on unsold stock prior to implementation of GST till 30th September 2017 

Shri Ram Vilas Paswan says change in MRP can be done by stamping, putting sticker or through online printing 
    On account of implementation of GST w.e.f. 1st July, 2017, there may be instances where the retail sale price of a pre-packaged commodity is required to be changed.  In this context, Shri Ram Vilas Paswan, Union Minister for Consumer Affairs, Food & Public Distribution has allowed the manufacturers or packers or importers of pre-packaged commodities to declare the change retail sale price (MRP) on the unsold stock manufactured/ packed/ imported prior to 1st July, 2017 after inclusion of the increased amount of tax due to GST if any, in addition to the existing retail sale price (MRP), for three months w.e.f. 1st July 2017 to 30th September, 2017.  Declaration of the changed retail sale price (MRP) shall be made by way of stamping or putting sticker or online printing, as the case may be.
It is also clarified that ‘for reducing the Maximum Retail Price (MRP), a sticker with the revised lower MRP (inclusive of all taxes) may be affixed and the same shall not cover the MRP declaration made by the manufacturer or the packer, as the case may be, on the label of the package’.

Use of unexhausted packaging material/wrapper has also been allowed upto 30th September, 2017 after making the necessary corrections.

Ø   Consumer protection has always been a major thrust area of Government.

Ø   The Legal Metrology (Packaged Commodities) Rules, 2011 are framed to regulate the pre-packaged commodities.  Rule 6 of the said rules provides that every package shall bear thereon the following declarations:

(i) Name and address of the manufacturer/ packer/ importer;
(ii) Common or generic name of the commodity contained in the package;
(iii) Net quantity, in terms of standard unit of weight or measure or in number;
(iv) Month and year of manufacture/ pack/ import; 
(v) Retail sale price in the form of Maximum Retail Price (MRP) Rs….. Inclusive of all taxes;
(vi) Consumer care details.

Two day review of progress of urban schemes in 7 Union Territories begins tomorrow 

Lieutenant Governors and Chief Ministers of Delhi and Puducherry invited for review 

Shri M.Venkaiah Naidu to complete review of progress in 29 States/UTs 

A two day review of progress of new urban missions in seven Union Territories including Delhi begins in New Delhi tomorrow. 

On the first day tomorrow i.e July 5, 2017, National Mission Directors of five urban missions will undertake detailed review of progress and implementation issues with officials from UTs concerning AMRUT, Smart City Mission, Swachh Bharat Mission (Urban), Pradhan Mantri Awas Yojana(Urban) and Deen Dayal Antyodaya Yojana- NULM. Issues relating to urban transport will also be discussed. 

Minister of Urban Development and HUPA Shri M.Venkaiah Naidu has convened a meeting of Lieutenant Governors of Delhi, Puducherry, Andaman & Nicobar Islands, Chandigarh, Dadra and Nager Haveli, Daman & Diu and Lakshadweep on July 6, 2017 for a high level review for evolving a way forward for speeding up implementation under various missions. 

Chief Minister of Delhi Shri Arvind Kejriwal and of Puducherry Shri V.Narayanasamy have also been invited for the review. These are the only two UTs with elected legislatures. 

Ministry of Urban Development has already approved investments for the five year mission period for all the seven UTs under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and smart city plans of New Delhi Municipal Council, Chandigarh and Port Blair. 

Special focus will be on sanitation with only three of the 16 towns in these UTs having been declared Open Defecation so far. Capacity building issues will also be discussed to enable speedy execution of projects. 

Shri Venkaiah Naidu has so far reviewed progress of urban missions in 22 States with Chief Ministers in respective state capitals. With the proposed review in case of seven UTs, such review in respect of 29 of the 36 States and UTs would be completed by July 6. 

States remaining to be reviewed are: Andhra Pradesh, Himachal Pradesh, Jammu and Kashmir, Odisha, Punjab, Telangana and West Bengal.

Dr. Subhash Bhamre Chairs CAC of National Cadet Corps 
Minister of State for Defence Dr. Subhash Bhamre chaired the 50th Central Advisory Committee (CAC) meeting of the National Cadet Corps (NCC) here today. Dr. Bhamre, in his presidential address complimented the NCC on the performance of its cadets in various activities pertaining to training, adventure, social service and community development. 

The committee deliberated on various issues in order to optimise training efforts so that NCC continues to perform in an excellent manner towards character and leadership building of the youth of the nation. The Minister complimented efforts of the NCC in nation building and urged it to continue ‘Grooming Future Leaders’. 

The NCC presently has cadet strength of 13 lakhs and plans to expand to 15 lakhs and beyond. The NCC has a pan-India footprint which includes remote areas and low intensity conflict areas. The CAC reviewed provisions, activities and initiatives to make the organisation more effective in order to attain its mandate objective. 

The meeting was attended by Chief of the Naval Staff Admiral Sunil Lanba, Chief of the Army Staff General Bipin Rawat, Chief of the Air Staff Air Chief Marshal B S Dhanoa, Defence Secretary Shri Sanjay Mitra, Financial Advisor (Defence Services) Shri S K Kohli, Director General of NCC Lt. General Vinod Vashisht, Members of Parliament Kum. Sushmita Dev & Shri Anupam Kher, among other social activists and eminent dignitaries. 

The DG, NCC, Lt. General Vashisht presented a detailed update on NCC activities to the members of the CAC.

The Prime Minister, Shri Narendra Modi, arrived at Ben Gurion Airport, Tel Aviv today.  
As part of an elaborate official welcome ceremony, Prime Minister of Israel Mr. Benjamin Netanyahu, received Prime Minister Modi on arrival. Prime Minister Modi inspected a ceremonial Guard of Honour.  
Prime Minister Netanyahu began his press statement with the Hindi words "आपका स्वागत है मेरे दोस्त." He said the Prime Minister is welcomed with open arms and even the sky is not the limit for cooperation between the two countries. He described the Prime Minister as a great leader and a "world leader." 
Speaking on the occasion, the Prime Minister began with the Hebrew greeting "Shalom le'kulam. He went on to add in Hebrew "I am delighted to be here in Israel." 
He recalled, the Israeli operation at Entebbe, exactly 41 years ago on the 4th of July, when Prime Minister Netanyahu's elder brother had laid down his life, while saving many Israeli hostages.   
In our path of sustained high growth, and all around development, India counts Israel among its important partners, the Prime Minister said.  
Alongside building a partnership for shared economic prosperity, we are also cooperating to secure our societies against common threats such as terrorism, he added.  
Expressing his keenness to meet the Indian diaspora in Israel, he said Jews of Indian origin, have enriched both our societies.

All cities of MP, Maharashtra, Chattisgarh, Jharkhand, Kerala, Telangana to become ODF by October

All cities of MP, Maharashtra, Chattisgarh, Jharkhand, Kerala, Telangana to become ODF by October 

1,418 cities and towns to become ODF in 9 States 
All the 1,137 statutory cities and towns in six States of Madhya Pradesh, Maharashtra, Chattisgarh, Jharkhand, Kerala and Telangana are set to be declared Open Defecation Free (ODF) by October 2 this year marking the completion of three years of Swachh Bharat Mission (Urban). This is based on the regular reports being received from States/UTs. 

With Andhra Pradesh, Gujarat and Chandigarh having already declared all the 281 cities and towns under their jurisdiction ODF, a total of 1,418 cities and towns would become ODF by this October, two years ahead of the mission deadline of October 2, 2019. These nine States account for 39% of the total 4,041 mission cities. 

This was revealed during the review of progress of Swachh Bharat Mission (Urban) by Shri D.S.Mishra, Secretary(Urban Development) yesterday. 

The number of mission cities in Maharashtra are 384, followed by Madhya Pradesh -378, Chattisgarh-168, Kerala-93, Telangana -73 and Jharkhand-41. 

Gujarat had already declared all 170 cities and towns ODF while Andhra Pradesh had done so in respect of 110. Chandigarh is the only UT to have become ODF. 

The six states set to become in urban areas have a total target of construction of 22,44,003 Individual Household Targets while Gujarat, Andhra Pradesh and Chandigarh have constructed 9,51,177 such toilets. These nine States/UT account for a total of 31,95,180 toilets which comes to 49% of the total mission target of construction of 65,82,451 toilets. 

In Madhya Pradesh, Jharkhand and Sikkim, the toilets constructed so far and under construction comes to 100% of mission target, followed by Uttarakhand-92%, Maharashtra-91%, Puducherry, Chattisgarh-89%, Tamil Nadu-85%, Telangana-81%, Kerala-77%, Karnataka-74%, Punjab-68%, Andaman & Nicobar Islands-67%, Bihar-63%, Rajasthan-61%, Uttar Pradesh-49% and Haryana-46%. 

Shri Mishra asked the concerned officials to pursue with the States/UTs lagging behind which include Goa, West Bengal, Himachal Pradesh, Odisha, Jammu & Kashmir and North-Eastern States and UTs for speeding up construction of toilets which are necessary for becoming ODF. He also stressed on the need to focus attention on Solid Waste Management projects to ensure total processing of municipal solid waste by October, 2019.

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has said that the GST rollout and re-monetization are among the major bold initiatives of the Central Government. Addressing the 43rd Advanced Professional Programme in Public Administration organized by the Indian Institute of Public Administration (IIPA) here yesterday with the support of Department of Personnel & Training (DoPT), he said these initiatives could be carried forward successfully because of the people’s faith in the sincerity and commitment of the Prime Minister Shri Narendra Modi. 

In his Inaugural address, Dr Jitendra Singh said, even though the GST exercise went on for over a decade and neither Prime Minister Shri Narendra Modi nor the present government denies credit to the preceding Prime Ministers and their governments for their contribution, but the facts on record would always bear out that what could not be accomplished in over a decade, was made possible within three years simply because of sincere and transparent approach of the present Government and diligently conducted deliberations by Union Finance Minister Shri Arun Jaitley. 

Dr Jitendra Singh said that in spite of initial hardships, the people chose to stand by the Prime Minister’s decision of re-monetization because, they trusted that, in the long run, this would be to their benefit and help the future of their children. 

Dr Jitendra Singh said that any future agenda or policy planning will have to be based on the aspirations of the youth of the country. He also suggested that the training programmes in Public Administration should keep on board youth representatives whose inputs could determine the agenda, both for governance as well as public service. Living up to the pragmatism and aspiration of "New India", Dr Jitendra Singh said, the Central Government has scrapped nearly 1,500 such rules and laws, which had turned obsolete and were no longer relevant. At the same time, to make governance more youth centric, revolutionary decisions like self-attestation of certificates and abolition of interviews for job selection at junior levels have been taken, he added. 

Dr Tishyarakshit Chatterjee, Director IIPA, Shri P.N. Chaturvedi, former Governor of Karnataka and Prof. C. Sheela Reddy, Programme Director were also present.

Deputy Prime Minister and Foreign Minister of Vietnam calls on President

Deputy Prime Minister and Foreign Minister of Vietnam calls on President 
His Excellency Mr. Pham Binh Minh, the Deputy Prime Minister and Foreign Minister of the Socialist Republic of Vietnam called on the President of India, Shri Pranab Mukherjee at Rashtrapati Bhavan today (July 4, 2017). 

Welcoming Mr. Minh to India, the President recalled his state visit to Vietnam in September 2014 and thanked him for the warm hospitality provided to him and his delegation during the visit. The President also congratulated Mr. Minh on his elevation as a member of Politburo last year. 

The President said that India and Vietnam traditionally share warm and cordial relations, based on mutual respect and goodwill. Our fruitful partnership has grown in recent years. He was confident that it would continue to strengthen in the years to come. He said that the status of present bilateral trade between India and Vietnam is satisfactory. However, the two countries should work together to achieve the target of US$15 billion bilateral trade by 2020. Many Indian companies are keen to invest in Vietnam for the development and prosperity of their people. 

The Vietnamese Deputy Prime Minister and Foreign Minister warmly reciprocated the President’s sentiments and said Vietnam is keen to work with India in taking their mutual relationship to greater heights.

Shalom le kulaam ani semya mayodh lehiyot po (I am delighted to be here in Israel.) It is my singular honour to be the first ever Prime Minister of India to undertake this ground breaking visit to Israel. I want to thank my friend, Prime Minister Netanyahu, for the invitation and for receiving me with so much warmth. My visit celebrates the strength of centuries old links between our societies. Based on these bonds our partnership has maintained a strong and sustained upswing since the establishment of full diplomatic relations 25 years ago. 
Friends, 
The people of Israel have built a nation on democratic principles. They have nurtured it with hard work, grit and the spirit of innovation. You have marched on regardless of adversity and converted challenges into opportunity. India applauds your achievements. 
Today is July 4, exactly 41 years since Operation Entebbe. The day when your Prime Minister, and my friend, Bibi, lost his older brother Yoni, while saving the lives of so many Israeli hostages. Your heroes are an inspiration for the younger generations.

Statement of Minister of State of Consumer Affairs Shri CR Choudhary at Second Session of the Intergovernmental Group of Experts on Consumer Protection Law and Policy at Geneva. 
Following are the excerpts of the statement by Mr. C.R. Choudhary, Minister of State for Consumer Affairs, Republic of India during The Session on “Report on national and regional implementation of the United Nations Guidelines for consumer protection” 

“On behalf of the Government of India, I extend warm welcome to all of you. As we all know, today consumer policy can no longer be viewed in isolation. Due to fast growing interdependence of the world economy and international character of business practices, there has been increasing recognition of linkages and the international dimensions of consumer protection. UN Guidelines on consumer protection therefore assume even greater importance. 

The essential function of the UN Guidelines is to assist countries in building and strengthening a comprehensive consumer policy framework. While these guidelines remains non-binding on countries, nevertheless it plays a crucial role in shaping up the national legislative and institutional responses to address the consumer issues. I am happy to inform you that a significant number of these guidelines has been used by India. We have also established a task force for studying and implementation of UNGCP which has identified areas future actions, and those recommendations are under active consideration of the Government. 

Under the dynamic leadership of Hon’ble Prime Minister Mr. Narendra Modi, India is making rapid strides in all areas of Consumer Protection. The Prime Minister has rightly acknowledged that growth of economy depends on the purchasing power of the consumer and ensured that consumer grievance redressal be accorded top priority by Government Departments, along with various other initiatives for protection of rights of consumers. 

India is a country of 1.25 billion people and we consider every individual as a consumer in one or the other form. In order to protect and promote the welfare of consumers, we have conceptualized a system comprising of; regulation and enforcement where a three tier system of quasi-judicial dispute redressal agencies and a robust system to redress grievances at the pre-litigation stage; partnership initiatives with voluntary consumer organizations, companies, academic institutions and civil society institutions; consumer education and awareness campaigns; ensuring of minimum levels of safety and quality, among others. 

One of the most important milestones in this direction has been the enactment of the Consumer Protection Act, 1986, covering all goods and services. The Act provides simple, speedy and inexpensive redressal to the consumers’ grievances through an exclusive three tier redressal machinery as an alternative to the civil court and other legal remedies available in the country, wherein an aggrieved consumer can approach against any defect in the goods purchased or deficiencies in services availed, including restrictive/unfair trade practices. It is one of the most progressive and comprehensive piece of legislations creating an exclusive three-tier quasi-judicial consumer disputes redressal machinery at the National, State and District levels. As on date, 659 District Fora, 35 State Commissions and the National Commission have been established in the country. As per the latest reports, the average percentage disposal of disputes in all three levels of Consumers Fora in the country is an impressive 91.23%. They were able to decide and dispose about 4.2 million cases since inception out of about 4.7 million cases filed. 

Government has also ensured through a Legal Metrology Act, reliability and accuracy of all weights and measures used for trade or commerce or for protection of human health and safety so that users are guaranteed for correct Weighments and Measurements. This in turn enables the consumer to get the right quantity for which he has paid for. The Legal Metrology (Weights and Measures) law in India also regulate the sale of commodities in “Pre-Packed form” through a Packaged Commodities Rules, requiring mandatory declaration of certain basic information to safeguard the interest of consumers. 

On 1 July 2017, we have launched a uniform nationwide Goods & Services Tax (GST) making India's tax regime more transparent, efficient at the same time easy to administer. Our Prime Minister described it as a tool for economical and educational empowerment of the poor and an instrument for economic integration of India. GST is expected to further strengthen consumers protection in many ways. 

The emergence of global supply chains, lowering of trade barriers, rise in international trade and the rapid development of e-commerce have enhanced the vulnerability to new forms of unfair trade and unethical business practices. Misleading advertisements, tele-marketing, multi-level marketing, direct selling and e-tailing pose new challenges to consumer protection and will require appropriate, swift and effective executive interventions to prevent consumer detriment. We are, therefore, almost rewriting our existing Consumer Protection Act, 1986 with a view to safeguard and strengthen the rights of our consumers. The new Consumer Protection Act is being drafted with features that include; Simpler Adjudication Process; Mediation as an Alternative Dispute Resolution Mechanism; Product Liability and; a Central Consumer Protection Authority (CCPA) to deal with unfair trade practices. 

India has recently enacted the Real Estate (Regulation and Development) Act, 2016 which seeks to protect home-buyers as well as help boost investments in the real estate industry. The Real Estate Regulation Act makes it mandatory for all commercial and residential real estate projects where the land is over 500 square meters, or eight apartments, to register with the Real Estate Regulatory Authority (RERA). 

The National Consumer Helpline originally launched in 2005 has been further strengthened and Integrated Grievance Redress Mechanism (INGRAM) has been established to provide backend support and engagement with the companies, for resolving consumer grievances. The Helpline deals with a multitude of problems arising in their day-to-day engagement with the market, business and service providers. At present the average call volume is around 40,000 calls a month and it is witnessing an impressive rise with more and more consumers being made aware of the system. We have also initiated awareness programmes through social media like twitter, face book, mobile app to convey messages of relevance to consumers in the form of alerts and advisories. We are observing National Consumer Day on 24th December, and the World Consumer Rights Day on 15th March for various consumer awareness programmes. 

Indian e-commerce is growing at CAGR of 45% and is expected to reach $80 billion by 2020. Laws regulating e-Commerce in India are still evolving. We are in the process of customizing the virtual world especially of the rural consumers who are the major target group for future. Technology enabled innovations such as Digital Payments, Hyper-local Logistics, Analytics driven Customer Engagement and Digital Advertisements have enabled the ecommerce industry in India to grow at a much faster rate. The launch of a Unified Payments Interface (UPI), it has enabled e-commerce delivery staff to collect money electronically for even cash on delivery transactions. Through BHIM, Bharat Interface for Money, a mobile app, digital payments has become even more convenient and came within the reach of common people. 

India is among the countries having a very large number of internet users. Government in association with a Partner Company has initiated a year-long campaign organising ‘Digital Literacy, Safety & Security’ workshops. India is fully cognizant of the emerging challenges posed by e-commerce and taking appropriate measures to address it effectively. 

We consider Consumer organisations as the voice of consumers and provide them stakes in decision making. Our approach have been to have them included in official advisory bodies designed to provide as source of external advice to the Government about consumer policy issues. 

We are trying to promote an atmosphere of self-regulation and discipline by manufacturers and dealers in their trade practices. The resultant outcome of such efforts is that the confederation of Indian Industry (CII) who has a membership of around 8300 Industries and corporates, has recently launched its first Award for ‘Customer Obsession’ which was given to companies who adopt consumer friendly practices in their trade. 

We have set up Consumer Welfare Fund at the Union Level with an objective of providing financial assistance to promote and protect the welfare of the consumer, create consumer awareness and strengthen consumer movement in the country, particularly in rural areas. Under the Consumer Welfare Fund, any organisation engaged in consumer welfare activities for a period of three years and is legally registered are eligible for seeking financial assistance from the Fund. Now, we are setting up Consumer Welfare Funds also at State level to increase the coverage and horizon of disseminating relevant information to the consumers. 

In order to ensure standards and quality, the Bureau of Indian Standards formulates standards that promote quality of goods and services. The Bureau provides technical support to industries and services sector by way of updated standards, developing new standards in emerging technologies, and providing certification of goods and services for ensuring quality and safety. It also harmonizes National standards with International standards in order to facilitate adoption of International standards by industry and thereby facilitating trade. This is off-course work in progress and we expect a major overhaul in coming years. Till the year 2016, 5049 Indian Standards have been harmonized with International Standards. 

Sustainable consumption pattern is part of our ancient texts, cultural ethos and reflected in our way of living which is primarily guided by Yogic philosophy. We are happy to note that Agenda 2030 has captured this under Goal No. 12 and efforts are made world-wide to mainstream this philosophy in all walks of consumption and production. Some of the notable actions taken by India includes, rejuvenation of rivers and water bodies, national mission for sustainable agriculture and nutrition management, investments in renewable energy and its efficient utilization, forestry and agro forestry, control on wastages and recycling of products, green building codes, etc. 

Food security is one of the commitments of our governments to the citizens. As a welfare measure the government provides rice, wheat and coarse cereals to nearly 810 million population at highly subsidized prices. The exercise of such high magnitude presents procurements, supply chain management and distribution challenges which are sincerely undertaking as a welfare state. Before I conclude, let me quote Mahatma Gandhi, Father of our Nation who said “The difference between what we do and what we are capable of doing would suffice to solve most of the world’s problems”. 

I thank all of you and hope that we will have ample opportunities during this event to share best practices discuss the issues and upcoming challenges and strive to learn from each other. I look forward to the outcome of the deliberations in fostering greater cooperation on consumer protection and education among member countries.”
